Judith M. Milligan, 68 Struthers- Judith M. Milligan, 68, of West Wood Street, Lowellville, died Friday morning at Carrington South Rehabilitation Health Care Center. Judy was born June 11, 1936 in Youngstown, a daughter of Harold Lee and Margaret K. Anderson Milligan. She was a life-long area resident. A 1954 graduate of Struthers High School, Judy attended the Art Institute of Pittsburgh and graduated from Kent State University with a Bachelor of Science in Education. She began teaching in Dallas, Texas as an elementary school teacher. Judy moved back to the area and was an elementary art teacher in Struthers. She later taught at Palmdale, California where she achieved a life certificate in teaching. She also attended the San Francisco Art Institute. In 1970, she returned to the area as an elementary educator at St. Peter and Paul in Warren. Judy was a member of the Struthers Presbyterian Church, and was an environmental and animal activist. She was an accomplished artist, exhibited at the Butler Art Institute and the Canton Gallery. She won numerous awards for her work. Besides her parents of Struthers, Judy is survived by her sister, Rebecca Lee Milligan of Columbia, South Carolina; her brother Harold Lee (Linda) Milligan Jr., of Struthers and several nieces and nephews. A memorial service will be held Monday, 11:00 AM at the Davidson-Becker Funeral Home, Struthers. Friends may call Monday, from 10:00 A.M. until 11:00 A.M. at the funeral home.
